Any FSDO can do this. Call and explain your need, they will likely setup a Zoom call to complete it.
IACRA cannot be used for this, despite the fact that the FAA's internal guidance says it is preferred. A paper 8710 will be used (PDF). The inspector will likely fill out most of it, then send it to you via email for signature. This can be done electronically (using PDF Expert, for example, on an iPad). Email this document back, then the inspector will email you a temporary pilot certificate. This too must be signed and returned.
